325,000 LA County households have no internet subscription. 300,000 more are internet-access-only via mobile phone — no laptop, no desktop, no tablet. These gaps are geographically concentrated: South LA, East LA, and Boyle Heights have the highest rates of disconnection. Latino households are one-third as likely to have home internet as white households in LA County.

The problem

The digital divide is a service delivery gap for nonprofits in South and East LA.

The implication for nonprofits operating in these neighborhoods is direct: any service that requires a desktop browser, a PDF that must be printed, a form that times out on slow connections, or a website that isn't mobile-optimized will systematically fail to reach the people it was built to serve. Digital outreach strategies designed for connected households simply don't work in these communities.

The right technology response is SMS-first design: text-message registration flows that require nothing more than a basic phone, offline-capable web forms that queue submissions when connectivity is lost and sync when it returns, WhatsApp broadcast lists as a primary communication channel (WhatsApp has near-universal penetration in immigrant communities and works on cheap Android phones with minimal data). The harder problem is cultural: technology that technically works won't be adopted if the community doesn't trust the organization sending it.

Offline-capable web forms

Forms built as Progressive Web Apps with service worker caching. Fill out the form without internet; it queues locally and syncs when connectivity returns. No timeout, no lost data.

WhatsApp broadcast lists

Service announcements, appointment reminders, and program updates sent via WhatsApp Business API. Near-universal penetration in immigrant communities, minimal data usage, works on cheap Android phones. Meta Business API approval typically takes 2–6 weeks for account verification and message template review — WhatsApp is sequenced after approval clears, not concurrent with the SMS/offline forms build.

Mobile-first form redesign

Existing intake forms audited for mobile usability: touch target size, font size, form field length, timeout behavior. Redesigned to work reliably on a phone screen with one hand, on a 3G connection.

Multilingual SMS

Registration flows and reminders sent in the client's preferred language via Twilio's message API. Spanish is production-ready; Korean, Armenian, and Tagalog with translation review.

Accessibility audit

Forms and digital touchpoints reviewed for screen reader compatibility, color contrast, and cognitive accessibility. Required for Title VI compliance and genuinely useful for the populations these orgs serve.
