If your organization received Measure A funding after April 1, 2025, you've already discovered that the money comes with a new layer of administrative obligation that no one budgeted for. The County's Universal Data Accountability Plan requires standardized metrics, public annual reports by October 1, five years of records on demand, labor standards certification, and Measure A-specific expenditure reporting — on top of whatever HUD, CalOES, CDSS, or your foundations already require.
The problem

The County suggests budgeting 15% of grant dollars for compliance overhead — that's $75,000 per year on a $500K grant, currently absorbed by program directors who should be running programs. Your case managers enter data once for your case management system, again for quarterly funder reports, again in a different format for Measure A's standardized metrics, and again for the October annual public report. Each captures different date ranges, population breakdowns, and outcome definitions. The mismatches are where errors happen.
Measure A includes performance evaluations every five years with explicit authority to reallocate funding to better-performing grantees. Weak documentation of strong outcomes is indistinguishable from weak outcomes. Spreadsheets don't have audit logs, they don't auto-populate from your case management system, and they break the moment a staff member leaves.
