In LA specifically, the burden intensified in July 2023 when AB 977 made new HHAP-funded programs subject to standardized annual grantee data snapshots with person-served breakdowns by state program. These orgs were already reporting into HMIS/HDIS. AB 977 added another format, another template, another deadline, with no additional staff to handle it.
